Texts of proposed amendments shall be promptly communicated by the Director to all Members and shall not be considered by the Board until ninety days after the dispatch of such communication. 2. Amendments shall be approved by a two-thirds majority of all Members and shall enter into force for those Members who have deposited instruments of ratification.". |
