Non-State Users of the Law of the Sea
The law of the sea, in order to be effectively implemented, needs, alongside the State and inter-governmental organizations, an assessment of the role of its non-State users. The latter include the ship, the shipping industry, the classification societies, the seafarers and fishers, the international community, the civil society, but also its misusers.
