1. Report
on consular intercourse and immunities divided into two

The Commission took as a basis for its discussion the
two reports and sixty draft articles submitted by the
Special Rapporteur. In view of the Commission's
decisions concerning the extent to which the articles
concerning career consuls should be applicable to honorary
consuls, it proved necessary to insert more detailed provisions
in the chapter dealing with honorary consuls, and consequentially
to add a number of new articles. The Commission then provisionally
adopted sixty-five articles together with a commentary.
It decided to transmit the draft to governments, through
the Secretary-General, for their comments.

The Commission discussed the text of the provisional draft,
taking the comments of Governments into account. In producing
the final text of the draft, it also took into account
and on some points followed, as far as it thought possible,
the wording of the Vienna Convention on Diplomatic Relations
of 18 April 1961. In addition, it dealt with certain articles
left outstanding in its report on the work of its twelfth
session (1960), and certain new articles proposed
by the Special Rapporteur in the light of the comments
of Governments. The Commission adopted and submitted to
the General Assembly the final
draft articles on consular intercourse and immunities,
consisting of seventy-one articles accompanied by commentaries.

Vienna from 4 March to 22 April 1963.
It adopted the Vienna
Convention on Consular Relations as well as Optional Protocols
on the acquisition
of Nationality and on the Compulsory
Settlement of Disputes.
